This position will lead and direct the state-level population health improvement actions of the Minnesota Department of Health's Office of Statewide Health Improvement Initiatives by addressing chronic diseases and conditions, that result from a complex combination of factors, including but not limited to obesity, physical inactivity, poor nutrition, and commercial tobacco use and exposure. The primary functions for this position include establishing and executing the vision and direction for addressing the physical and social places where we live, work and play. Through coordination of policy, systems and environmental change grant initiatives statewide, the Office of Statewide Health Improvement Initiatives focuses on strengthening communities, using a community engagement model and health equity lens to implement its work. The Office of Statewide Health Improvement Initiatives Director will work strategically with a wide array of individuals and community partners both internal and external to Minnesota Department of Health.
Three years of advanced management and leadership experience in public health, planning and policy, system and environmental change processes.
Experience must include responsibility for program planning and implementation, program evaluation, development of policies and priorities, financial and human resource planning and the supervision of professional and technical staff including managers and supervisors.
A bachelors degree in public health or related area will be considered.
A masters degree in one of the above listed areas may substitute for one year of experience.
Ability to prepare and direct the preparation of budget documents and analysis of financial reports and to perform budget oversight of the operating budgets of the division.
Track record of working in partnership to develop policies and or system changes at either the Federal, State, local or community level.
Demonstrated ability to establish effective working relationships and partnerships with a wide variety of state and local officials, community groups and organizations, employees and professional or public health organizations.
Demonstrated knowledge of the principles and practices of public health, including population-based prevention and health improvement strategies, coordination of policies and environmental change initiatives.
Ability to travel approximately 5-10% with a combination of local, state and national travel destinations.
Ability to handle a variety of problems and make decisions that frequently have significant policy impacts and vary from routine administrative problems to complex, technical policy issues requiring input from a variety of government agencies, technical disciplines and interest groups.
Excellent oral and written communication skills.
A masters degree in public health, public administration or related area.
Knowledge of the public health and health care systems, the public policy process, public health, financing programs including grant administration
Knowledge of state financial systems and ability to use systems to analyze financial impacts of legislative proposals.
Experience in collaboration and community engagement and applying an equity lens to assist in focusing and prioritization of work and strategies.
Knowledge of federal and state laws pertaining to state and local public health programs.
Knowledge of the Minnesota Department of Health functions and programs.
Knowledge of public health financing programs including grant administration.
Knowledge of public health research and program measurement and evaluation methods and practices.
Knowledge of the principles and practices of public health, including population-based prevention and health improvement strategies, coordination of policies and environmental change initiatives.
Must successfully pass a background check.
