The National Association of County and City Health Officials (NACCHO), a national organization representing approximately 2,800 local health departments (LHDs) nationwide, has an immediate opening for full-time Specialist, Research & Evaluation.
A Specialist is responsible for providing professional support for programs or internal functional activities and typically performs moderately difficult analysis, research, writing, and project coordination, usually under the direction of a Manager or Director. The Specialist understands policies, standards, and their application to their work. An advanced degree may be substituted for work experience on a case by case basis. The Specialist understands implications of internal and external policies that impact their position. He or she typically performs analysis, research, writing, or project management and can complete projects or components of large scale projects/programs with little supervision.
A Specialist may also hold a very senior level administrative position requiring the ability to support and coordinate the office of a senior executive and communicate with internal and external stakeholders at a level commensurate with the position’s duties and expectations. Specialists may have frequent contact with outside organizations or internal customers that may involve project coordination, information sharing, or resolution of problems. They may be required to represent NACCHO at meetings.
Department Specific Information
NACCHO’s Research & Evaluation (R&E) Team designs and conducts large-scale surveys of local health department infrastructure (Forces of Change and Profile studies) which provide up-to-date information to support planning and decision-making by NACCHO and other public health stakeholders as well as providing data to support public health research. The R&E Team provides guidance, technical assistance, and support data collection and assessment programs both within NACCHO’s many programmatic areas and in collaboration with external researchers. The R&E Team works to continuously improve NACCHO’s service to local health departments by leading NACCHO-wide performance monitoring and program evaluation activities, as well as providing evaluation support to individual NACCHO programs.
POSITION SPECIFIC DUTIES
• Contributes to all aspects of R&E Team-led surveys, including Profile and Forces of Change, under guidance and direction from Lead Research Scientist, including: o Developing and testing survey questions o Programming and administering web-based surveys o Assembling and updating contact information for survey participants o Executing multi-modal follow-up plans to maximize survey response o Formatting and cleaning survey data o Analyzing survey data o Producing data visualizations (charts, figures) for a variety of audiences o Developing products (both practitioner- and research-oriented) based on survey results o Publicizing survey results and products to a variety of stakeholders o Documenting survey procedures and identifying opportunities for improvement o Contributes to all aspects of cross-cutting evaluations of common NACCHO program activities under guidance from Senior Evaluator, including: o Working with stakeholders to identify evaluation focus o Identifying and analyzing internal NACCHO data sources to support evaluation o Developing data collection instruments o Collecting data via surveys and interviews o Analyzing quantitative and qualitative information o Developing reports of evaluation findings and recommendations o Working to implement evaluation recommendations o Provides technical assistance on data collection and evaluation activities for other NACCHO programs, including: o Survey design o Data cleaning and analysis o Data visualization o Performs other duties as needed.
• Bachelor's degree in relevant professional field with a minimum of 3-6 years of relevant experience and/or advanced technical training; or equivalent combination of education and experience, including a relevant certification. An advanced degree may be substituted for work experience. On occasion, extensive practical experience may be substituted for formal education, particularly if the technical specialty is unusually complex or when long experience has a greater value to the organization than conceptual understanding. Master’s degree in a relevant field preferred. • The ideal candidate will possess expertise and experience in multiple aspects of quantitative and qualitative research, including data analysis and visualization, and experience conducting program evaluations. Experience in the public health field and in providing technical assistance are preferred. • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. • Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of the organization • Ability to calculate figures and amounts such as discounts, interest, commissions, proportion, percentages, area, circumference and volume. • Ability to apply concepts of basic algebra and geometry. Knowledge of and experience generating descriptive statistics, including subgroup analyses. • Ability to apply common sense understanding to carry out instructions furnished in written, oral or diagram form. • Ability to deal with problems involving several concrete variables in standardized situations. • Ability to conduct basic descriptive statistics (percentages, means, medians) including cross-tabulations and confidence intervals. • Experience in survey data collection, including use of web-based survey software and conducting follow-up activities to maximize response. • Ability to conduct telephone interviews and accurately summarize the content of those interviews. • Ability to present data and research findings in a variety of formats and for a variety of audiences. • Spreadsheet, word processing, statistical programs (Stata, preferred) and web-based survey software experience required. Experience with Access or other data bases preferred. • Experience working on a team conducting research or evaluation activities (quantitative and/or qualitative).
Full-time, Exempt, TERM: This position is considered Fiscal Year term, however it is a mission critical role.
